Administrative Department of Finance and the Promotion of Entrepreneurship
Administrative Department of Finance and the promotion of entrepreneurship does business planning, monitoring and execution of financial documents of the City, prepares a draft budget, monitors its implementation and prepares monthly, semiannual and annual reports on budget realization. It prepares draft decisions on city taxes, and performs surveillance, billing and enforced payment of city taxes and other municipal income that has the character of taxes. It keeps accounts of revenues and expenses according to the plan for the budget and budget users, analyses records of fixed assets of municipal fees, municipal contributions, city taxes and funds from the sale of housing. It keeps analytical record of investment control and accounting for expenditure of funds. It performs expert work in connection with the calculation and billing of regional water charges, performs treasury operations of the City. It provides expert service in the promotion and support of entrepreneurship. It provides services in the promotion of agriculture and performs tasks related to the programme of agricultural land management. It drafts and monitors the programme of financing public needs, and performs tasks related to the management of shares in certain companies owned by the City, as well as matters related to the loans and other matters. It supports the functioning of the enterpreneurship zones and enterpreneurship incubators and provides technical assistance to entrepreneurs in faster implementation of their entrepreneurial programmes. It performs tasks related to tourism, fire prevention and public order and perform other tasks related to the development and monitoring of enterpreneurship.
